Getting Error - allow_call_time_pass_reference

Hi,
I am getting the following error.

Warning: Call-time pass-by-reference has been deprecated; If you would like to pass it by reference, modify the declaration of [runtime function name](). If you would like to enable call-time pass-by-reference, you can set allow_call_time_pass_reference to true in your INI file in C:\\Program Files\\Apache Software Foundation\\Apache2.2\\htdocs\\joomla\\modules\\mo d_tab_news1\\mod_tab_news1.php on line 277

I have set the following variable to true in PHP.ini file. but still i am getting the error. I am working in local system.

Please let me know to proceed further.
